Strengths
Blazing speed. Effortlessly accelerates to top gear. Explosive and twitchy. Threat to score from anywhere on the field. Good hands and catches the ball cleanly. Will get up to make a grab. Shows no fear catching pass in traffic. Can stop on a dime to get open on comebacks and curls. Double moves were effective when used. Overall speed and burst makes it extremely difficult for defenders to take a good angle in space. Gone if he gets the ball over the middle with green grass in front of him. Very tough with the ball in his hands for his size. Great contact balance. Gets after it as a blocker. Can make an immediate impact via manufactured touches. Doesn’t seem to care if the ball doesn’t come to him.
Weaknesses
Should have been able to get behind cornerbacks more often. Did not run a complex route tree. Has trouble getting off press coverage. Much more dynamic with the balls in his hands than he is as a route runner.

Conclusion
Overall, Ruggs possesses off-the-charts speed with the ball in his hands and will be a weapon defenses have to account for on every play. Some key receiving skills are already there (hands, toughness, athleticism), so Ruggs can become a top-tier playmaker if he is able to develop a full route tree to compliment his game-breaking ability.
